Greetings. I am Kim Kyung-tae, the 5th President of the Dongdaemun-gu Tennis Association.

Since its founding in 1991, our association has served as the center of tennis culture in Dongdaemun-gu for 35 years, contributing to the health promotion and wholesome leisure activities of our community members. Currently, 31 clubs and approximately 750 members are part of our association, making us the largest regional tennis association in Seoul.

I will place the highest priority on transparent governance and open communication. Through financial audits and information disclosure, I will build an association that our members can trust, and I will ensure that members' voices are reflected in every decision-making process.

Through a variety of programs including the annual President's Cup Tennis Tournament, the Citizens' Day Memorial Tournament, and community tennis lessons, we are doing our utmost to expand the tennis community and promote exchange among clubs.

Together with our members, I will strive to build the most vibrant tennis sports community and Korea's finest premier tennis club. We look forward to your interest and participation.

Bylaws and Regulations

Association bylaws established in accordance with Dongdaemun-gu Sports Council regulations

Chapter 1: General Provisions

Article 1 (Basis and Name)
These bylaws prescribe matters concerning the organization and operation of the Dongdaemun-gu Tennis Association, whose membership has been approved pursuant to Articles 5, 33, and 34 of the Dongdaemun-gu Sports Council (hereinafter referred to as the "District Sports Council") regulations.

Article 2 (Purpose and Status)
The Dongdaemun-gu Tennis Association aims to widely promote the sport of tennis among district residents to enhance their physical fitness, encourage wholesome leisure activities and a positive community spirit, support and nurture athletes and their organizations, develop outstanding players, and contribute to the welfare of residents and social integration.

Article 3 (Location, etc.)
The office of the Dongdaemun-gu Tennis Association shall, in principle, be located within Dongdaemun-gu.

Chapter 2: Organization

Article 4 (Operations)
The Dongdaemun-gu Tennis Association shall carry out the following activities and operations:
1. Deliberation and determination of basic policies
2. Advisory and recommendations regarding competitions
3. Hosting and participation in international competitions
4. Guidance and support for subsidiary organizations
5. Hosting and organizing competitions
6. Research and improvement of competition techniques
7. Development of athletes, research facilities, and venue management
8. Organization of recreational players and support for sports club development
9. Development and distribution of community sports programs
10. Revenue-generating activities to secure funds necessary for operations

Article 5 (Organization)
The Dongdaemun-gu Tennis Association may join as a member through a resolution of the General Assembly of Delegates. Club-level club leaders may be appointed under the association.

Chapter 5: Officers

Article 18 (Officers)
The Dongdaemun-gu Tennis Association shall have the following officers:
1. One (1) President
2. Up to seven (7) Vice Presidents
3. Between fifteen (15) and twenty-nine (29) Directors (including the President and Vice Presidents)
4. Up to two (2) Auditors

An Honorary President, advisors, and advisory committee members may be separately appointed as advisory bodies to the President.

Article 19 (Election of President)
The President shall be nominated or elected by the Presidential Election Committee or the General Assembly of Delegates.

Article 22 (Appointment of Vice Presidents, Directors, and Auditors)
Vice Presidents and Directors shall be appointed by the General Assembly from among those recommended by the President. The composition of officers must meet the following requirements:
- Graduates or employees of the same university shall not exceed 20% of the total number of incumbent officers
- At least 20% of incumbent officers must be former athletes
- At least 20% of incumbent officers must be non-athletes
- Efforts shall be made to ensure that women comprise at least 30% of incumbent officers

Article 25 (Term of Office)
The term of office for Directors, including the President and Vice Presidents, shall be four (4) years, with the possibility of one (1) consecutive re-election. The term of office for Auditors shall be two (2) years.

These regulations prescribe matters concerning the organization and operation of the tennis organization whose membership has been approved pursuant to Articles 5, 33, and 34 of the Dongdaemun-gu Sports Council regulations. The organization shall be named Dongdaemun-gu Tennis Association.

Article 2 (Purpose and Status)
The Association aims to widely promote the sport of tennis among district residents to enhance their physical fitness, encourage wholesome leisure activities and a positive community spirit, support and nurture athletes and their organizations, develop outstanding players, and contribute to the welfare of residents and social integration.

Article 4 (Operations)
1. Deliberation and determination of basic policies for the sport of tennis
2. Advisory and recommendations regarding tennis competitions
3. Participation in city-level association and national competitions
4. Guidance and support for subsidiary organizations
5. Hosting and organizing competitions
6. Research and improvement of competition techniques
7. Development of athletes, referees, and operational staff
8. Development and improvement of competition facilities and equipment
9. Organization of recreational players and support for sports club development
10. Development and distribution of community sports programs

Chapter 3: General Assembly

Article 7 (Composition and Function of General Assembly)
The General Assembly of the Association shall be composed of the heads of subsidiary clubs. The General Assembly shall resolve the following matters:
1. Matters concerning the dissolution of the Association and amendment of regulations
2. Establishment of subsidiary organizations, membership admission, and expulsion
3. Matters concerning the election of officers, increase of directors, and dismissal of officers
4. Matters concerning operational results and financial settlement

Article 8 (Convening of General Assembly)
The regular General Assembly shall be convened within one (1) month after the end of each fiscal year, and delegates shall be notified in writing of the agenda, date, time, and venue at least seven (7) days before the date of the meeting.

Article 10 (Quorum for Deliberation and Resolution)
The General Assembly shall be opened with the attendance of a majority of the registered delegates, and resolutions shall be passed with the approval of a majority of the delegates present.

Chapter 5: Officers

Article 18 (Officers)
The Association shall have the following officers:
1. One (1) President
2. Up to seven (7) Vice Presidents
3. Between fifteen (15) and twenty-nine (29) Directors (including the President and Vice Presidents)
4. Two (2) Auditors

Article 24 (Duties of Officers)
The President shall represent the Association and oversee all its operations, serving in an honorary, unpaid, and non-standing capacity. Vice Presidents shall assist the President, and when the President's position becomes vacant or the President is unable to perform duties due to an incident, the Vice President shall act on behalf of the President.

Article 25 (Term of Office)
The term of office for Directors, including the President and Vice Presidents, shall be four (4) years, with the possibility of one (1) consecutive re-election.

Presidential Election

Article 19 (Election of President)
The President shall be elected by the Presidential Election Committee or the General Assembly. The Presidential Election Committee shall be composed of between 30 and 150 members, including delegates, athletes (or former athletes, excluding coaches), coaches, and recreational players.

Article 19-2 (Registration of Presidential Candidates)
Presidential candidates must submit a written application for candidate registration to the Association and pay a deposit at the time of registration.

Article 19-3 (Determination of Winner)
The presidential election shall be conducted by secret ballot, and the person who receives the most votes among valid ballots shall be determined as the winner. In the case of a tie, the older candidate shall be determined as the winner. When there is only one candidate, the Election Management Committee shall review for any disqualifying factors, and if there are none, the candidate shall be determined as the winner without a vote.

Election Management

Article 20 (Neutrality of Elections)
The Association may entrust election management to the local Election Management Commission in order to ensure the fairness of elections. When forming its own Election Management Committee, the following requirements must be observed:
- The committee shall be composed of between 7 and 11 members
- Election Management Committee members shall be appointed by the President with the consent of the Board of Directors
- External members (from academia, media, legal profession, etc.) shall constitute at least two-thirds of the total members
- The chairperson shall be elected from among the members, and a member who has a relationship with the Association may not serve as chairperson

Article 19-4 (Refund of Deposit)
- Elected, deceased, or received 15% or more of total valid votes: Full refund of deposit
- Received 10% or more but less than 15% of total valid votes: 50% refund of deposit
- Candidate withdraws mid-election: Deposit is forfeited to the Association
